Publication literature review on the effectiveness and coherence of the European Neighbourhood Policy
IOB has, in the framework of its policy evaluation ‘The Netherlands and the European Neighbourhood Policy’, commissioned a review of the recent literature (2011-2016) with regard to the European Neighbourhood Policy (ENP). This review was conducted by the Centre for European Policy Studies (CEPS) in Brussels.
The literature review discusses the factors provided in the literature for explaining the level of effectiveness of the ENP, such as conditionality, the values vs interests dilemma and the role played by third countries. In addition, the study deals with the issue of coherence, e.g. between the EU and its member states or between the EU institutions. Finally, the study assesses the latest review of the ENP (November 2015), based on the insights derived from the literature.
