The Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs in the Netherlands undertook a series of evaluations of SNV activities in Benin, Nepal and Bolivia. The summary evaluation report presents the main findings, conclusions and lessons learned, based on the results of the three evaluation studies.
In Benin and Nepal, the evaluations focused exclusively on SNV activities and covered the period 1985-1995. The results were publised in several reports. In Bolivia, the evaluation formed part of IOB's evaluation of the Netherlands development programme with Bolivia as a whole and covered the period 1969-1995. The results are incorporated in the country evaluation report about Bolivia.
The main objective of the three studies was to judge the relevance of SNV's policy, the effectiveness and efficiency of its aid programme, and the sustainability of its results in the three countries.
Although the SNV programmes in Benin, Nepal and Bolivia are relatively large in terms of disbursements and person-years, the findings cannot be generalised for SNV as a whole.
