Gerard started working at IOB in July 2025. He studied International Relations at the University of Groningen (Netherlands) and consequently obtained an MA in Latin American Studies at the University of Salamanca (Spain) and an MSc in Sociology of Central America at the University of Costa Rica.
He was employed at the Ministry of Justice before joining the Ministry of Foreign Affairs in 2003 where he took up various functions both abroad – Senegal, Spain, Guatemala, Brussels (EEAS; Permanent Representation to the EU) – and at the ministry. In his previous position he was the advisor on kingdom affairs at the Western Hemisphere department.
