Policy review of Budget support

Direct support to budgets of developing countries appears not to be suitable for achieving major reforms if it does not have the backing of the recipient government. This is a conclusion of the evaluation of the budgetary donations in the first decade of the 21st century. Direct budgetary support does contribute to:

• economic growth;
• expansion of welfare services;
• improved financial management;
• democratic control.
