Counterfactual analysis of policy coherence for Ghana – Autonomy, partnership and beyond

IOB studied a pilot scheme on the opportunities for coherence in the policy of the Netherlands and the EU concerning development aims for Ghana. It found that policy not focused on aid has little effect.
