Substudy – Case studies on the effectiveness of partners and funding relations

As part of the broader evaluation of the Dutch policy on humanitarian assistance, this study reflects on the effectiveness of humanitarian partners and their funding relations with the Netherlands. Field studies were conducted in Syria, Yemen and South Sudan. These humanitarian crises have demanded much from Dutch humanitarian diplomacy and have taken up a large part of the humanitarian budget.

As to evaluate the effectiveness of humanitarian partners and their funding relations with the Netherlands, IOB also undertook a desk review. This desk review presents the findings on research questions based on existing evaluations, already available research and policy documents.

IOB commissioned MDF to conduct the field studies. The opinions expressed in the report rest solely with the authors and do not necessarily reflect those of IOB.
