Substudy – Literature review on promoting localisation in humanitarian assistance
IOB commissioned the Humanitarian Policy Group (HPG) and Humanitarian Advisory Group (HAG) to conduct a review of the literature on humanitarian localisation. Localisation is understood as the drive towards more locally led responses. This review identifies several strategic recommendations for the Netherlands and other donors based on existing research and evaluations on the subject.
The literature study is part of the broader evaluation of Dutch policy on humanitarian assistance from 2015 to 2021.
