Terms of Reference – Evaluation of the Dutch policy for humanitarian assistance 2015-2021

IOB has evaluated the Dutch policy for humanitarian assistance. These Terms of Reference (ToR) describe the research process and focus on the background, research questions and methodology. When this document was first drafted, the evaluation was expected to encompass the years from 2015 to 2020. This was later adjusted to include 2021 as well.
