Policy review of policy objective 3.3 of the policy programme Support through Dutch NGO's for the sustainable development of civil society in developing countries. This policy review of the extent to which Dutch support via Dutch NGO's has succeeded in strengthening civil society in developing countries is based partly on previously published evaluation reports.
