A synthesis study on climate change in development cooperation – Monitoring and Evaluating Mainstreamed Adaptation to Climate Change
Worldwide climate change puts an unequally large burden on people in developing countries. Under the Paris Climate Agreement (2015), governments and the private sector promised jointly to invest 100 billion dollars annually in climate adaptation and climate mitigation in developing countries in the period 2020-2025. What will be the effectiveness of these joint investments in climate adaptation and development? To answer this question, we need to monitor and evaluate progress towards the climate goals.
This study explores the ‘what and how’ of monitoring and evaluating climate adaptation efforts, using practical examples. Which indicators are available from an adaptation perspective? To what extent do these differ from regular development indicators? What are the strengths and weaknesses of the various evaluation methods?
