The policy under sub-Article 1.3 of the budget for Foreign Trade and Development Cooperation aims to better link trade and development cooperation. This policy is based on the assumption that developing countries will grow faster into trading partners if the Netherlands actively contributes to global sustainable economic development. This provides economic benefits for those countries and for the Netherlands. This evaluation examines whether this combined approach did indeed add value to Dutch business and economic development in the partner country.

Research question

To which degree has the combined approach to trade and development cooperation contributed to a strengthened private sector in partner countries and an improved investment climate for Dutch enterprises in the period 2021-2026? And how do the results on both goals balance out?
