Quality criteria for evaluations

What are the minimum quality standards that evaluations should meet? How can quality be managed throughout the evaluation process?
In order to answer these questions, IOB has formulated 26 quality criteria. Providing a clear explanation and practical examples, this document shows when a criterium has been well met, sufficiently met or not met.

Whether or not an evaluation meets quality standards is not simply determined afterwards, during the reporting phase. It is something that needs to be managed throughout the entire process. For example, at the outset of an evaluation a clear terms of reference and a solid elaboration of methodology are crucial to the eventual quality. Therefore, the 26 criteria are ordered along the various stages of an evaluation to help ensure thorough quality management.
