Policy review of Public diplomacy
Public diplomacy (PD) is a form of diplomacy aimed at fostering cooperation and dialogue with non-state actors abroad. Dutch PD has a dual purpose: (1) promoting a positive image of the Netherlands abroad; and (2) helping to achieve the aims of Dutch foreign policy.
Since 2004, the Ministry of Foreign Affairs has made great strides in public diplomacy policy through which the cooperation with non-state actors, both online and offline, has become a more central focus in Dutch foreign policy. Despite the positive developments and the substantial work and support from the Communications Department, a few steps will need to be taken to develop the PD-policy further, professionalise the organisation, and integrate it fully with the rest of the diplomatic work.
