Report – Smallholder Dairy Support Programme Tanzania

In August and September 2001, at the request of the Minister for Development Cooperation, IOB carried out an inspection mission for the first time since 1987. During the intervening period a transition was in progress towards evaluation at the policy level. Evaluative research at the activity, project and programme level was, and is, still being undertaken, but in the framework of the evaluation of the policy which directs these levels. Consequently, results on the activity level are usually mentioned only in a summarising or comparative sense. This inspection mission, however, has put one particular activity in the IOB spotlight once again.
