Literature review – Assessing European Neighbourhood Policy

This literature review discusses the factors provided in the literature for explaining the level of effectiveness of the European Neighbourhood Policy (ENP), such as conditionality, the values vs interests dilemma and the role played by third countries.
In addition, the study deals with the issue of coherence, e.g. between the EU and its member states or between the EU institutions.
Finally, the study assesses the latest review of the ENP (November 2015) based on the insights derived from the literature.
