Terms of Reference – Evaluation of Development Approaches to Forced Displacement in the Syrian Region (2016-2021)

IOB evaluated the Dutch policy for refugee reception in the Syrian region. The aim was to draw lessons from the previous response to longterm, forced displacement and to inform the development and execution of future policy. These Terms of Reference describe the approach for this evaluation.
