Terms of reference – Coherence of Dutch policy and effects on food security, water and climate in developing countries

Global challenges in food security, water management and climate change require a coordinated and coherent approach. This evaluation will answer the following questions: How coherent is the Dutch programme in developing countries? How does this affect the results? And what processes and factors affect coherence? IOB will visit Bangladesh, Mozambique and Ethiopia as case study countries.
