427 – IOB – Development and migration – Literature study

European governments are increasingly using development cooperation, including ODA, to address the root causes of irregular migration. Migrants are considered 'irregular' if they want to settle in a country without having the required permits. Migration experts still debate whether such a policy can be effective. This report analyses the various arguments and the underlying evidence.

The study also gives some suggestions for Dutch and European policy development in middle income and in poorer countries.
