Literature study – Development and migration

European governments are increasingly using development cooperation, including ODA, to address the root causes of irregular migration. Migrants are considered 'irregular' if they want to settle in a country without having the required permits. Migration experts still debate whether such a policy can be effective. This report analyses the various arguments and the underlying evidence.
