Terms of Reference – Evaluation of the Prospects partnership
The Dutch Ministry of Foreign Affairs has a dedicated budget for supporting countries in the Middle East and North Afrika (MENA) and in the Horn of Africa that are hosting large numbers of refugees from their region. Since 2018 the largest part of that budget is allocated to the Prospects partnership. It brings together five humanitarian and development actors; IFC, ILO, UNHCR, UNICEF and World Bank. The aim of the partnership is to promote long-term solutions for forcibly displaced persons and their host communities in eight countries in the MENA region and the Horn of Africa. IOB will evaluate this partnership and cover the period 2019-2024.
